I think it's a lot easier to just use an online website like <a href="http://www.upsidedowntext.com/">Flip Text</a> then a widget for NetVibes. I honestly think widgets are better for things like weather, movies, etc... things that change everyday and are useful to you everyday. Something like Upside Down text is only going to be used occasionally, and it doesn't change with day etc (like weather) so I think it's absolutely stupid to have a widget for it.
